Cartoon in the 1990s on channel 2, what is it called?

I used to watch a cartoon on channel 2 back in the early to mid 90s. Its about two orphaned children called I think, Olivia and Olly, they live in on the streets in a little boat that is moored in the town river, and is set in old world England. They catch rats and steal food to survive. I have looked everywhere for the name of this cartoon. The female character has long orange hair and the boy wears a hat. What is this called??!
