Can social services go against agreement at child protection meeting?

i roughly understand child protection, i have had 3 children freed for adoption in 2005 for allegations of domestic violence by my partner towards me, which was true, but were blown out of proportion and then added things for example, kids didn't have MMR jabs, but were in the media and i was waiting to see the reports if was safe or not.My partner and i stayed together and i fell pregnant may 2010 and after a long hard think about it we went ahead, i went to midwife at 16 wks preg she referred me to ss and then had a meeting with them, where both my partner and i assured them there was no DV now and them approx week later we were told that a child protection meeting was being held. We attended and even though we didn't agree with the register, the independent chairman was the mediator and decided that i should keep all my midwife app and to see ss at the office without my partner once a week, for ss to come to the house and see that provisions had been made for the birth, which i kept to all of this and seen the midwife more as my BP started to rise(stress) I was due on the 27th jan, on the 14th they asked to see me at office, i went and they told me the were planning on legal action to remove him from the hospital at birth, without any other protection or core meting so they had not informed the chair of last meeting. Then two days after being told this i suffered a placental abruption at home losing enough blood, and needed transfusion and emergency section, but the lack of oxygen left my son brain damaged and could not function without help and had to turn off life support to days later, which i personally feel that they are responsible as had 3 births no prob then my blood pressure started to rise when they became involved so i would like to no if they were meant to call another meeting with the chairman before coming to decide to remove my son from hospital
