Passport without original certificates?

hi, i am looking to get my wife her passport and pan card. she is an orphan and doesnt have her date of birth certificate or any of the certificates. all she has is her 10th certificate, my wedding card and our marriage photos. we have been living in a rented house for the past 6 months. can anyone suggest the process for getting a passport/ pan card/ voters card ?
